Rainbow NewsState Duma rejected "sexual hatred" to be the reason for criminal prosecution
14 Feb. 2004
Yesterday State Duma civil, criminal, arbitral and remedial legislation committee issued the recommendation to the Chamber with the offer not to accept "sexual hatred" as a reason for criminal prosecution. During its session the profile committee came to a decision to appeal to the Duma to reject the first reading amendments to the Criminal code, strengthening the responsibility for sowing racial, national, religious hatred and hostility as well as social and sexual hatred.
The committee’s secretariat explained that the document was moved for discussion during the former Duma session by Andrey Vul'f, the Union of Right Forces representative. He voiced concern that "provoking of sexual hatred and hostility can undermine the equal rights and freedoms of men and women, cause clashes between different social groups, accepting other forms of sexuality". That is why the author insisted on identifying the "sexual hatred" as aggravating circumstance as well as committing crimes on equally grave reasons.
However, the members of the committee considered passing this kind of legislative initiative pointless. Deputies considered the question of "sexual orientation" to be especially private matter of each citizen", according to the ITAR TASS agency.
