The Office of Prosecutor-General in Syktyvkar city (Northern Russia) examines appeals of several members of the Syktyvkar's Society Chamber and "Memorial" (Komi's territorial human rights defence organization). In the appeal they claim that leaders of nationalism-patriotic movement "Borders of the North" are engaged in promotion of hatred in the society.
Several appeals request the law enforcement body of this territorial subject of the Russian Federation to prosecute active members of "The Borders of the North" under the provisions of the Article 282 of the Russian Crime Code ("the excitation of hatred or enmity and /or humiliation of human dignity").
For reference: In the end of 2009 a suit was filed to the Office of the Prosecutor-General considering illegal publication of the "Deadly wipe out fags!" banner on the Internet site of "The Borders of the North" (still can be seen on this link). Then the local law enforcement body dismissed the appeal of human rights defendants.
Igor Sazhin, the Chairman of "Memorial" - "Komi's human rights defence organization said it was the vivid excitation of hatred towards a specific social group - the gays. However, the local Office of the Prosecutor-General refused to consider the suit and dismissed it, referring to the words of an expert who confirmed that phrase clear of any stimulation of hatred. At least it seems strange, believes Russian LGBT community, because the cry of Savva Terentyev "to burn out the policemen" has been confirmed as excitation of hatred, but the cry "to wipe out fags" has not...I do not see the difference between the policemen and the gays"... Igor Sazhin wants to appeal once more to the local office of the Prosecutor General in Syktyvkar in order to get the official examination of his petition and its detailed results.
