In his reply to the letter of protest signed by more than 15 thousand citizens against adoption of the draft law "Do not say GAY" Vitaly Milonov, the deputy of Saint-Petersburg Legislature, is referring to the norms of the Russian Constitution. While in his blogs and interviews given in the end of 2011 he used religious terms.
During the last two months being under pressure of the public opinion Milonov refused his religious rhetorics and references to Orthodox leaders' support in substantiation of the grounds for amendments that ban "propaganda of homosexuality". Recently the Russian LGBT-Network in Saint-Petersburg has received an official letter from the City's Legislature - a response to the letter signed by 9000 people (altogether with Internet on-line petition -15000 people) following the best traditions of bureaucracy and recommending to apply for the answer to the object for a protest. The letter was sent to the leader of the Russian LGBT Network, Igor Kochetkov.
"The Constitution of the Russian Federation in the article 38 part 1 declared that motherhood, childhood and family were under the protection of the State", writes Milonov, the author of gay hate amendments, citing the text of the Russian Constitution. "According to the article 72 (part 1 paragraph "g") of the Constitution, the protection of childhood lays in joint area of responsibility of the federation and its subject. From the above mentioned norms of the law follows the fact that family, motherhood and childhood in its traditional understanding that was adopted from ancestors, are the values that ensure continuous change of generations, are conditions for securing and development of multinational people of the Russian Federation and so they need special protection given by the State".
Milonov (office telephone +7 (812) 318-80-12, e-mail: vmilonov@assembly.spb.ru, Vkontakte page (in Russian and may be inaccessible from abroad) and Twitter pages (in Russian)) tries to calm the public. Instead of giving an answer to the question "why pedophilia (a crime) is equalized with sexual orientation (a norm), he promises not to punish for homosexual sexual intercourse. "The norms of this draft law do not enforce any kind of measures aimed at banning homosexualism or at its official censure and they do not have any signs of discrimination and, according to its meaning, do not allow redundant actions for public authority bodies", states the official reply.
It was found out that similar (copy) answers from deputy Milonov were received by other protesters of homophobic initiatives - entities and persons.
For reference: Since November 2011 gay activists from Saint-Petersburg with support of persons, entities and even governments of several states have been fighting for the repeal of homophobic initiatives of the United Russia party. The authorities of Saint-Petersburg plan to ban "activity on well-directed and uncontrolled dissemination of information via generally accessible means that might harm health, moral and spiritual development of minors, as well as form in them a distorted idea of social equivalence of traditional and non-traditional conjugal ties". Fines are being imposed - 5 thousand rubles for persons, 50 thousand - for officials and half a million - for entities. 31 deputy supported the draft, 23 abstained and 6 voted against.
This anti-gay draft law has seriously damaged the reputation of the northern capital of Russia. More than quarter of a million of people around the globe signed the petition against discrimination of rights of LGBT people in Saint-Petersburg. The US State Department twice aired its concern with the developments there. Separate statements were made by the governments of Great Britain, France, Australia and EC deputies.
