Saint-Petersburg's governor has signed the resonant law which imposed fines for "propaganda of homosexualism" among adolescents as well as for propaganda of pedophilia, reports RIA "Novosti" citing the Smolny press-service as saying.
"The Governor of Saint-Petersburg, Mr. Georgy Poltavchenko, signed the law of Saint-Petersburg "On introduction of amendments to the law of Saint-Petersburg "On administrative offenses in Saint-Petersburg" on March 7, 2012" reports Smolny's press service. The law comes into effect after 10 days since its official publication.
The deputies of the City's Legislature earlier this month have adopted in the final reading the amendments to the city law on administrative offenses that impose fines for homosexuality propaganda among adolescents as well as for pedophilia propaganda. The law "Don't say GAY!" engineered by Vitaly Milonov (vmilonov@assembly.spb.ru), says that "...public activity aimed at propaganda of sodomy, lesbianism, bisexuality and transgenderness among adolescents is an activity on purposeful and uncontrollable dissemination of information by generally accessible means which might impose a threat to health, moral and spiritual development of adolescents, as well as form in them a distorted image of social equivalence of traditional and modern forms of conjugal ties".
This law, that has been called "Don't say gay", has drawn a wide response in Russia and abroad. In particular, the US State Department expressed its concerns with the adoption of that law. In Russian and European cities human rights watchdogs' have organized rallies against that anti-gay law. It is obvious that Poltavchenko did not consider the opinion of activists.
Since now fines are imposed for "homopropaganda" - for persons up to 5000 rubles (171 US$, 130 euro), officials up to 50,000 rubles (1710 US$, 1300 euro) and entities up to 500,000 rubles (17,100 US$, 12300 euro).
