Krasnodar region has become the 6th Russian region where homosexuality on public is outlawed, the so-called "homopropaganda" among minors is fined (from 5000 to 1 mln Russian roubles).
The ban is imposed on dissemination of information that "... forms a violent correlation image of non-traditional sexual ties (homosexuality) to social norms". The law was backed by religious leaders, clericals and most important - by the Governor of Krasnodar region Alexander Tkachev. In his official Twitter he has clearly stated his stance on this homophobic law. He personally included the norm on fines for "homopropaganda". He doesn't keep it a secret that the law is first of all is against any public gatherings and meetings of LGBT community. Anti gay law in Kuban was approved after the establishment of the public movement "For Faith, Kuban and Motherland!"
"We've been told that Western values are an example to follow. We have our own time tested values which some people want to undermine, to substitute our principles and deprive us of our historic roots. They have gone too far in constant attacks on our fundamental values - faith, inter-ethnic peace and patriotism...", posts today's Twitter blog of the highest regional authority of Kuban.
The novel into the regional Code on Administrative misconducts equalizes homosexuality with a penal crime - pedophilia. "I am very well aware that on federal level there is a certain resistance to adoption of the Federal Law on Homosexuality propaganda ban. And it is motivated on the grounds of breaching of liberal values. I want to say we need not such liberal values that crush and mutilate souls and bodies of our children!", cites the official site of the Krasnodar region government Mr.Tkachev in his interview for local press media as saying. The official has expressed his regret that he could not introduce a penal responsibility for these deeds.
The law had today its first reading and nobody doubts that these scandalous laws despite the indignation among the international democratic community would be adopted in Russia. Earlier Russia has more than once stated that it did not consider the rights of LGBT people as an innate part of the universal human rights.
Krasnodar region is one of the most gay hate regions of Russia. To express homosexuality on public is dangerous. Recently there were the news on violence, persecution of gays in a region where the next Winter Olympics Games are to be held!
According to "Rossijskaja Gazeta", the law was wholly backed by Tkachev and local Prosecutor General Alexander Korzhenik. The dean of Christ's Nativity Church in Krasnodar - father Alexander Ignatov wished to introduce an amendment to the law in order to punish not only for dissemination of information but also for any action that promotes homosexuality, e.g. Gay prides.
For reference: Gay hate laws, well-known under "Don't say Gay" are in effect in Ryazan, Arkhangelsk, Kostroma, Saint-Petersburg and Novosibirsk regions (due to the initiative of "United Russia" party).
The most stirring of the international indignation was caused by the Don't say Gay law in Saint-Petersburg. Millions of people around the globe their indignation with the discrimination of LGBT people in Russia and gay hate policy there (more than 600 000 signatures were collected). The governments of the EU, the US, the UK, France and other countries have officially expressed its concerns. But the Russian authorities just ignored calls of gay activists that were backed by the biggest international human rights watch-dog organizations and by the EU Parliament in its special resolution.
