Rainbow NewsPACE's Resolution on Russia Aires "Infringement of LGBT Rights"
3 Oct. 2012
PACE's deputies have included the issue on "continuous infringement of LGBT rights" in its resolution on Russia that was adopted by the majority of votes. The matter is the legislature acting in 8 Russian regions that bans the so-called "homosexuality propaganda". On this pretext the authorities in these 8 regions are violating the constitutional rights of LGBT people.
The Russian delegation refused to support the resolution, saying it was unacceptable. "Russia is a sovereign state and the EC forgets that fact. I believe that we will have different understanding on that issue", cites ITAR-TASS the words of Alexey Pushkov, the head of the Russian delegation (conservative member of the United Russia faction). Earlier he was one of the journalists of Moscow's TV Center channel (founded by former mayor Luzhkov), known for his sharp criticism of LGBT freedoms and rights.
The Parliamentary Assembly of the Council of Europe, one of the two major bodies prescribed by the EU Charter, consists of deputies of the EC member states' parliaments and is one of the senior bodies of inter-parliamentary cooperation. It adopts resolutions and recommendations on the basis of reports prepared by its deputies.
Today the PACE Resolution relates to Russian fulfillment of its obligations taken in 1996 when joining the organization.
The resolution concerns a tendency to "increase of authoritarianism in Russia". It criticizes laws that prosecute for libel, impose control over the Internet, on public meetings, NGOs, harsh sentence for Pussy Riot group (PACE deputies demand to free three girls immediately). Russian homophobic politicians were unpleasantly surprised by Resolution's notice on "the continuous infringement of LGBT rights and freedoms in Russia".
However, the Resolution has some positive words - the PACE welcomes the new election law and law on governors' election.
