"Homopropaganda among minors entails administrative fine for citizens from 4000 to 5000 rubles, officials 40 to 50 thousand RuR, entities - from 400 to 500 thousand RuR... The President of the Russian Federation (Federal Law #44554-6).
Today the Russian State Duma has approved the draft law #44554-6 "On amendments to the Code of the Russian Federation on Administrative Offences (On imposing of administrative responsibility for propaganda of homosexuality among minors") in its first reading by a majority of votes.
Pro: 388, contra: 1, abstained: 1. There were only 2 honest and healthy politicians: one voted against, the other- abstained. Others are ill with homophobia. Elena Kostyuchenko, LGBT activist and journalist, who during the voting was detained in Tverskoi police department, said frankly: The Duma had only "1,5 people". It later became clear than it was in fact even a half.
The lobbyist of the gay-hate law, deputy Elena Mizoulina in her speech before the voting equalized homosexuality with pedophilia. "Homopropaganda severely damages the Russian society, she said. If 2-3 years ago up to 70% of victims of pedophiles were girls, today - the majority of sex crimes are against boys...". Sergey Dorofeev, the deputy from Novosibirsk regional parliament, played the oracle about unbelievable orgy of homopropaganda in mass media and on the streets.
The gay hate law imposes fines for homopropaganda - from 4 to 5 thousand rubles ($133-166, ˆ100-123), officials (40-50 thousand RuR, $1330-1660, ˆ1000-1230) and entities (400-500 thousand RuR, $13,300-16,600, ˆ10,000-12,300). The police is to be collecting protocols of violations. The cases are to be heard by the court. The final readings of this law is scheduled for March 25, 2013.
The scandalous laws that limit constitutional rights of LGBT people and provoke gay hatred and homophobic feelings toward LGBT citizens were actively enforced in Russia since 2010 under the initiative of the United Russia Party.
Today's move of the State Duma caused a wave of protest among people of democracies, official representatives of states and governments of the USA, France, Germany, Australia, EU and other countries. Earlier the Russian Foreign Office nervously reacted on human rights watch dogs claims. Sergey Lavrov, the head of the Russian MFA, in spring 2012 called the issue of LGBT rights a dictated "appendage" to the system of values which the Russian authorities were not going to discuss on the international arena.
The Russian authorities earlier ignored position of prominent international human rights organizations and the European parliament voiced in its special resolution and by the UN Committee on Human Rights. According to the legal experts such homophobic laws violate three articles of the Russian Constitution: art. 19 (part 1 and 2), art. 72 (part 1 paragraph "K") and art. 76 (part 2).
The gay hate draft law was introduced to the State Duma on March 28, 2012 by the legal assembly of Novosibirsk region and was also approved by almost every regional parliament.
