The United States refuse to cooperate with Russia in human rights due to recent approval by the State Duma of the highly disputed Don't Say Gay law which, according to Victoria Nuland - the US State Department's spokeswoman, "severely restricts freedom of expression and assembly for lesbian, gay, bisexual and transgender individuals and, indeed, for all Russians".
On Friday, the USA officially declared about its decision to unilaterally drop out from the working group designed to foster the development of civil society in Russia. The group was established in 2009 in the framework of the so-called "reset" between Moscow and Washington.
Victoria Nuland did not link the withdrawal to the initial passage in the Russian Duma Friday of the so-called gay propaganda law. She said the move was a reaction to recent steps taken by the Russian government that impose "really strong restrictions" on civil society. "This particular working group was not working," Nuland said, referring to the Civil Society Working Group of the US-Russia Bilateral Presidential Commission. The American side stressed that there was no point in it while at the same time basic rights and democracy principles were being violated in Russia.
Few hours later after the Russian Duma had overwhelmingly backed the Don't Say Gay bill the US State Department stated "that bill, in the US view, violated international humanitarian commitments of the Russian Federation and restricted freedom of expression and assembly".
"We call on Russia as a signatory to the International Covenant on Civil and Political Rights to meet its obligations to protect its citizens’ rights to peaceful assembly and freedom of expression without discrimination," said Ms.Nuland. "You know how strongly we feel about LGBT (lesbian, gay, bisexual and transgender) rights around the world, how strongly the secretary of state personally feels, that nobody should be discriminated against for who they love".
