The Russian LGBT Network has prepared the report on how Russia implements the Council of Europe Recommendations on measures aimed against discrimination on the grounds of sexual orientation or gender identity. The 150 pages document assesses the progress reached by the Russian authorities in that area and notes spheres that need further improvement.
However it is still early to speak about the progress. The report's findings are not pleasant for the Russian LGBT community. "Since 2010 the Russian authorities did nothing to implement these recommendations. Neither translated into Russian nor published it in Russia, neither informed about it nor publishing it on the official Internet site", states the report.
The recommendations of the Russian LGBT Network were published as an addendum to this report. The Russian authorities are advised to abrogate regional laws that banned the so-called "homopropaganda among the minors" and not to approve a similar federal bill.
The report was published with the support of ILGA Europe and the Government of the Netherlands and is available in PDF (in Russian).
