Sergey Neverov, the vice-speaker of the Lower House of the Russian parliament told the journalists today that two federal laws which limit the rights of LGBT people might be adopted until the end of the spring session of the Russian Gosduma.
"During this session the draft-law would be adopted in its first reading", said Neverov about the fate of the scandal draft-law that bans the so-called "homosexual propaganda" among minors. "Today when traditional human values are being reviewed in the West in favor of some political interests without taking into consideration the will and opinion of millions of people that live in these European countries, we have to protect our citizens and our children from similar developments. That's why such a law needs to be adopted as soon as possible...", information agencies are citing the high-ranking "Edinoross" (member of the United Russia political party) as saying.
It became known that another anti-gay draft-law was going to be finalized soon. Neverov informed that the number of amendments to the Article 127 of the Family Code were being introduced in order to put a ban for same-sex couples to adopt children. "By those people who live and follow the principles of that ethics, the principles of the same-sex love", cites the Russian News Service him as saying today.
The ban on so-called "homopropaganda" is being established in Russia on the background of mass international protests against limitation of freedoms and human rights on the grounds of sexual orientation. Earlier, the United States, Canada, Australia, the European Union and international organizations (the UN, PACE etc.) called on Russia to denounce anti-gay laws and fulfill its specific legal commitments. Although, the Russian Foreign Office for several times has been saying that Russia had never signed any international treaty on LGBT human rights. "Thus, calls on Russia to fulfill some commitments in that sphere are groundless...", said Konstantin Dolgov, the Russian Foreign Ministry's Commissioner on human rights, democracy and supremacy of law, in February 2013 in Brussels.
