Vykhod, St.-Petersburg gay organization, qualified the discussion of "Zhuravlyov's law" to be "a gross violation of human rights and the rights of the child". "We call citizens of Russia to prevent adoption of the initiative that mutilate children and destroy the family and to refrain from creating a fascist state..." was the message of gay activists.
May we remind you that the day before, Deputy in the State Duma, Elena Mizulina, the drafter of the law on the ban of propaganda for so-called "nonconventional sexual orientation" called the information on approval of "Zhuravlyov's law" to be an "anti-Russia lie". She insisted that her Committee on the issues of family, women and children - has only distributed scandalous amendments to the Family code for discussion in regions. Meanwhile, the latest remarks made on September, 19th, 2013: "to suggest accepting the bill for consideration (term of submittal of responses, suggestions and comments to the committee till 11/10/2013)".
The situation repeats what occurred before adopting of the law banning the "propaganda of nontraditional sexual relations to minors". The bill has been under discussion for a great while... Elena Mizulina spoke about its legal feebleness, and later proudly proclaimed her law-making deed of remaking it all. Eventually now there is a law banning the "propaganda of nontraditional sexual relations to minors".
Vykhod makes the connection between the signing by Vladimir Putin of Mizulina law in the summer of 2013 and "... a wave of organized violence against gays and LGTB activists". Now, the authorities have aimed at adopting of the bill for homosexuals and bisexuals to be deprived of parental rights". According to gay activists and legal experts, the law hits people with children and it also bans all LGTB to become parents. Such a bill may also be dangerous for heterosexuals who may suffer from blackmail and lose the parental rights: there is nothing easier, than to accuse an undesired fellow or ex-partner of homosexual relations".
The bill of the United Russis’s Zhuravlyov has caused scandal at the end of September, 2013. Taking away children from gays is the forth anti-gay law submitted to the State Duma lately. Two others laws are already signed by Vladimir Putin - the law banning the propaganda of nontraditional sexual relations and adoption of Russian orphans by foreign unisex couples. The third amendment was brought by Elena Mizulina. They are called, as the deputy asserts, to stop Russian children from getting into unisex families through re-adoption. The new initiative will be considered by the end of 2013.
For the first time the offer on "withdrawal" of children from gay-families was made simultaneously with unanimous voting in the State Duma for banning of gay propaganda in June, 2013. "... Another possibility is being discussed: to create legal grounds for taking away children from same gender families, - said Elena Mizulina on June 13th, 2013 at the joint session of two committees of the State Duma. Later she said that she was misinterpreted, the issue was about the families who consider adoption.
