The so called "homopropaganda" is not to be banned, but only accessible for adults and with non-governmental funding. The state will not be supporting anything "non-traditional and vulgar" or anything "borrowed from the West" while doing so in accordance with the West's advice.
Vladimir Medinskiy, Minister of Culture, a high-rank official, who has been well-known for his homophobic rhetoric, has told the Kommersant daily the basics of the proposed "Specifics of State policy on culture" under consideration in the President Putin's administration.
"... Concerning the people's values the West is now turning into its own opposite, thus Russia has nothing else to do but fence off this Anti-Europe culturally, and have at the least Shakespeare without paedophilia and "Little Prince" without homosexual grace," said Medinskiy.
"If in your theater or, say, cartoon movies you'd like to do propaganda of perverted and odd things, of marginal subculture of Breivik's followers or opium smokers, totally contrary to the traditional values of our society, - do so on your own funding" - Medinskiy explained the basics of the new culture policies, citing the recommendations of the Council of Europe. While also suggesting problems for such enterpreneurs not with the Ministry of Culture but with the specific authorities.
This particular vector in the culture management was selected after the European ministers, according to Medinskiy. They have been told to have "uniformly proclamed the rejection of multiculturalism and the policy of preserving the variety and equality of particular subcultures".

Medinskiy cited augmenting of the population as one of the goals of the culture. "If one's cultural project is leading to the number of Russians decreasing, their physical and mental health getting disturbed, them becoming asocial, aggressive or start drugs, avoid education or professional development, reject family values - we stay clear of those" - proclaimed Medinsky.
In the past, the Ministry of Culture and their chief have already appeared in homophobic scandals. These have happened in March, 2013, when the newely appointed Miniter refused to participate in the discussion on gay marriage, having proclamed that "this is not to be aired or discussed: either on television or in the parliament or on a 500-thousand march...", and in September of the same year, when he insisted that Tchaikovskiy had not been homosexual... This stance has not gone unnoticed by the human rights activists. In December, 2013 the Minister was nominated the "Golden Enema" prize in the category "Homophobic Professional", although the prise was awarded to the Foreign Affairs Ministry with the wording "with infinite shame".
The newly made statement has coincided with the rejection of the foreing LGB stars to have common agenda with our country and scandals with hunt for "homopropaganda" in the theater and in the literature.
